Geoff's comment illustrates the difficulty of implementing any significant change in policy. While more lower income people will gain from the cut in payroll tax, there will be losers, and to the extent that they are concentrated in specific regions, we can count on their representatives to fight the change tooth and nail.

Some of you may not realize that historically coastal California living costs were fairly low due to practically negligible heating/cooling utility expense. That changed only with the first big round of real estate inflation in the late 1970's. But it's still a major reason why California's per capita carbon footprint is low relative to most states.
