the problem isn't the damages but liability.

I'm flying to Zurich tomorrow and and renting a car. Sorry Coronavirus, I ain't cancelling. After further review, all European rental companies have to provide full third-party liability, so between that and the credit-card collision damage waiver, it truly is cheaper to rent cars over there than in the U.S.

The winter tire issue on car rentals is much more of a problem in the US than in Geneva/Zurich. And FYI I got a car rental in Calgary in 2019 with very marginal tires. I needed assistance getting out of Castle's hotel parking lot with maybe 2 inches new snow

Rental cars at major airports in Switzerland always come equipped with proper winter tires/tyres. I've driven them in some very challenging conditions.
